On load Transformer tap change

    your contacts would arc more when changing taps.

    When working with high currents (e.g. electric arc furnace transformer) the contacts would vaporize with explosive force without the series impedance. Ask me how I know.

    Don't those impedances affect the current to the load?

    Think about it for a moment, those resistors are not designed to carry the entire load current during tap change. They just shunt part of the current around the contacts during the tap change process. The net result is that there is no interruption of load current during the tap change process.
