No power at all, dead board, like to repair it

in post#22 in picture 4 from right side the 1st Black condense/Capacitor shows 0.00 reading on both legs.

Right side the 2nd Black condenser/Capacitor shows 0.00 on 1st leg & on 2nd leg shows 5.16 reading.

Right side the 3rd Black condenser/Capacitor shows 0.00 on 1st leg & on 2nd leg shows 0.50 reading.

when I put meter on 20 DCV & Black wire connect to Ground then Red wire on spots of condenser/capacitor (i don't know what you call the black components).

In this post in 1st picture from left side the 1st Black condenser/Capacitor shows 0.00 reading on both legs.

Left side the 2nd Black condenser/Capacitor shows 0.00 on 1st leg & on 2nd leg shows 5.16 reading.

Left side the 3rd Black condenser/Capacitor shows 0.00 on 1st leg & on 2nd leg shows 0.50 reading.

Left side the 4th Black condenser/Capacitor shows 0.00 on 1st leg & on 2nd leg shows 5.30 reading.

And on all four Capacitors written 220mf 25v

thanks for your help to identify the problem on this board, here are few very clear pictures of this capacitors.

If you are asking me to change this two capacitors then i am ready to do this. i got two capacitors written on it 220mF , 25V , RK 105C(M).

where as on the board which in not having voltage written on it 220mF , 25V , HT 105C (this in not having voltage).

And i like to know when i am soldering the new Capacitors do i have to identify plus or minus on legs of the capacitors before solder on board, or dosen't mater any leg i can solder in any hole on board.

i replace two brand new capacitors still by following polarities (+ & -) same reading on meter shows like this only, no changes at all
1st capacitor shows 0.00 reading on both legs.
2nd Black Capacitor shows 0.00 on 1st leg & on 2nd leg shows 5.16 reading.
3rd Black Capacitor shows 0.00 on 1st leg & on 2nd leg shows 0.50 reading.
4th Black Capacitor shows 0.00 on 1st leg & on 2nd leg shows 5.30 reading.

and when i check the remove capacitors from board with DMM both of them are working fine,. Like i put meter on 2000k Ohms then check both legs showing reading like this 0 to ....7,70 keep on increasing,71 ... & 71, 70 ....to 0 in minus values keep on decreasing.
The New capacitors also shows same reading before i solder i check it.

Now what i have to do my next step on testing this board.

No. the caps are fine. I should have told you that before hand.
One more problem is the pictures, I am having a hard time to see the component layout from side way pictures.
I need to look at the board directly from top, not side ways, this way I can make out the component connection and the traces.
The caps and the inductors are blocking most of the views.
And also try to get some white light on it, the warm light is not good.
Try to get a good picture, without seeing I cannot do any thing. Since there is no circuit diagram

There is still a problem, the picture resolution is very low, when I zoom in, I cannot make out the fine details.
The picture view and light are perfect. A better resolution will fasten things up.
In the picture I have marked the components.
The one's in the square. I want the part no.s of those chips.
The one in the circle are diodes,
Put the meter in diode check and check those diodes properly without removing them.
Forward and reverse measurements is a must.
Post the DMM reading of all the diodes

I have no. the capacitors. Tell me which of them have voltage across them and which ones don't

from left side 1st & 2nd square written on it 1509-33, 05260
from left side 3rd square written on it RT9167, 25CS7EW04
from left side 4th square written on it AP1605, 0523G
all of this chips having total of 8 legs on each side 4 & 4 legs.
And this chips are very small, i used a magnifing glass to see this numbers. And camera can't see this reading, this is very small writing on it.

Now i like to know all circles having diode and each of then having 2 legs only.

i am still trying to take readings of this diode , i will post back this result soon once i complite.

WHEN BLACK PBOBE ON BOTTOM PIN & RED PROBE ON TOP PIN (W side) OF DIODE.
left side 1st diode reading comes and disappear with in a second. (i spend lot of time to catch this reading)
2nd diode 856.
3rd diode reading comes and disappear with in a second. (i spend lot of time to catch this reading no luck)
4 th diode 469.

Note: Apply power ONLY if I say so. otherwise no power should be given what so ever.

See the attached picture.
Now plug in the adapter and apply power to the PCB.
Next put the meter in DC voltage range or 20VDC.
Connect the negative of the meter probe to the body of the metal jack that is located at the bottom left corner of the PCB, I think that is the cable jack.
This is to ground the meter to the negative potential of the board. Press firmly, make a good connection.
From the picture you can see PIN1 of the two chips I have marked.
Measure the DC voltage from that PIN of both the ICs.
Measure pin 1, 2, 3, and 4 of both chips. Record them and post back.
I like to see the voltage level at those points.

i set meter at 20V DC & i connect black probe negative point at metal cable jack, then i connect reb probe at ic's pins counting pin1 from right side as in pictutre.

FROM LEFT 1st IC : pin1:15.15, pin2:48, pin3:48, pin4:0.00 & all opposit side pins shows reading 0.00's.

FROM LEFT 2nd IC : pin1:15.16, pin2:5.14, pin3:5.14, pin4:0.00 & all opposit side pins shows reading 0.00's.

i move that wire, below that wire there is a hole on board. I understand you want me to eassly & acurate take readings by moving that wire.

i am thankfull for your time and effort, i hope now you are closer to rectify the problem on this board.
