What format is the data in? Analog? Digital?
How much data, how fast? bits per second would be a good measure.

You really don't get to select the range. You pick a band, a power level, and an antenna. Sometimes the propagation will allow you to get the range you want and sometimes it won't. So you need a plan B.

RF and low cost don't usually go together, but you can dream.

 

If you google for "RF module 1km range" etc you should find lots of products.

It's good to spend 20 minutes doing your own searching, then when you have some modules in mind you can ask people "has anyone used this module?" or "is this module any good?" etc.

 

The only way to be sure is to test a unit in it's expected environment.

 

Model aircraft video transmitters and receivers are designed for that range (or longer) and don't cost much. But this assumes that a video transmission is what you require.
