Can anyone tell me what these components are. They are surface mount and they look like Zener Diodes, but they have a green strip on one side. Included is a picture. They are glass tubed it looks like.

Those are diodes, from the size they seem to be ordinary signal diodes.

 

What would the green stripes mean. So would you consider these surface mount diodes? If not what would you call them if I would need to order them. Would the green stripe mean a rating or the cathode side?

I think that type of surface mount package is called MELF. The green stripe is on the cathode side.

If it is just a ordinary signal diode, you could try this one:

Verify the dimensions of your diodes with the ones given in the datasheet.

 

The color of the stripe is ambiguous other than marking the cathode. The only way to be sure is to obtain the schematic for the circuit you have. I do have some 1N34A Germanium signal diodes that have green stripes.
