need help troubleshooting a MAX1771 based Nixie HV Switching PSU

i didn't change anything from the original design except for a few minor components that where no longer available from digikey. the problem I'm having though, is there is no hv output... I've spent a few hours going over the board with my multi-meter checking that all the components are properly soldered to the board. i used the eagle files provided to order a PCB from OSH Park. any ideas as to how to troubleshoot this would be greatly appreciated!

i think you misunderstand, this is a very popular psu for driving nixie tubes, so i know the design works but the one i have built dose not and never has.

additional info: I'm supplying 12v dc to the circuit from an old PC power supply, capable of 16A on its 12v rail. also the parts that where replaced match all specifications of the originals including his specific notes
