Hi Guys please help me in creating a circuit.
I need to create a circuit, As long the power supply is stayed ON one LED should flash only one time and when the supply is gone the LED should flash twice.

Please help in creating this circuit

Just curious, what is the LED flashing twice using for power? Would it not make more sense to have an LED on with power and off without?
