MPEG video encoder circuit.

    I want to make a circuit which takes composite video as input and converts it into MPEG 2/4 video format. Then the output would be sent to a computer using USB port. I found some encoder IC's but dont really know how do I give it a start. Can anyone throw some light on this? And also how can I send the MPEG output to a computer, probably running linux, so that it can be viewed as a stream via USB?

    Since the OP is using Linux, we'll have to make sure that the software supplied runs in Linux or, at least, in Wine. Else a more advanced way of a Virtual Box.
