mpeg layer 3 audio and mp3?

I am trying to buy a mp3 and it said it play mp3 music, does it mean it also work for mpeg layer 3 audio and wav formats? If not, can someone give me a converter from mpeg layer 3 audio to mp3

MP3 is the abbreviation for MPEG-1 Audio Layer 3 - they are one and the same. The list of supported formats will be available on the package - if it doesn't say a particular format is supported you can rest assured that it won't play it.
