motor speed control with an arduino

In the circuitry beloved, I need some help to understand what the resistors R24 and R26 in pin 3 and 17, are doing. I need to program an arduino to control the voltage and current that the motor gets. Pin 4 is the current analog signal but I do not have a clue what values I need to spect. If any one has knowledge or expirience in controlling the speed of a motor by PWMing the gate of a mosfet, will apriciate his guience. Thanks very mouch for your input.
