    Makes sense.
    The stator current with standstill 3 phase induction motor is very high - typically 6x rated current is not unusual. A persistent standstill condition would necessitate that the motor overcurrent protection isolate the "faulty" load.
    If no stator winding is present then no overload condition would occur.
