I am using the circuit as I last posted a pic of until I finish building a new circuit without a 555. It trips out once in a while but I can live with that for a few days until I get the bugs out of the new timer I'm building. I feel the 555 is not designed for use with power on and power off to control it because of the momentary changes in state it makes when it is first turned on or off.

If it's configured correctly, keeping the reset pin low while B+ rises and keeping the trigger input high while B+ falls then there shouldn't be momentary state changes during power up or down.
