Hey everyone. I have a faulty hp2009v monitor which keeps turning its self of as if something is shorting and the speakers do not work on it. I decided to take it apart and have a look, on the power board I found this: http://i1289.photobucket.com/albums/b520/daniel_mitchell2/help_zps23d2baeb.jpg , It is in the audio power sort of area of the board, obviously this is why the speakers aren't working but could this be the reason why the monitor it self randomly plays up? Also could I repair something like that or would I have to get a full new power board from somewhere. Thanks in advance :)

Without a circuit diagram it would be near impossible to repair, but the ic shown is definately burned out and could be the problem.

Try to find the schematic. If you don't find it look up the IC model number or post a picture here if you can't recognize it.

Once you know what chip it is, you could check if its power supply is correct or what is the reason for it being defective.
