monitor on/off state of TV or DVD

I want to build a circuit that I can plug a TV or DVD into it to monitor when it is on or off and sent an update to my computer. It would also be cool to be able to monitor the heartbeat of the unit in case the unit power supply failed . The TV draws about 200 watts and the DVD draws about 25 watts when turned on but I am still trying to find out what they draw when turned off.
