Please can someone give me a suggestion of a circuit with op-amp or any other to determine or identify a missed pulse and also an output to display it. Thank you.

output as in maybe an led to go on when there is a missed pulse and off when there isn't

In that case you could add another 555 (to bertus's circuit) to stretch out the width of the missed pulse time and drive the LED for a longer period to make it more visible. Otherwise you might miss seeing just one missed pulse.
