The answers 'depend' on the structure of the emitting source and how it is modulated. For standard 'non-communication' radar signals, the E field is oriented in the same direction as the emitter diode. The E-field in a rectangular waveguide under these conditions will be oriented perpendicular to the small dimension and the H field will be perpendicular to the large dimension. The waveguide will keep them this way even when the shape/direction changes. There are exceptions to these simple rules and communications systems are NOT subject to these simple rules.
