What is the best method to protect the external-facing part (i.e. RS232) of a MAX232 against over voltages etc? Thanks

The RS232 inputs are OK to +/- 30V.

You can use transient voltage suppressors for any voltage spikes beyond +/- 30V.

Transient voltage suppressors really don't work as well or reliably without dropping resistors.

I don't know how much resistance you can allow in the RS232 signal path.
I should be doing more research because that is the kind of question I would really like to be able to answer.
