I have a ? and I hope someone can help me with the answer.
Strong magnetic fields may best be established in a core made of.
choices are air, steel, nickel, or cobalt.

Steel has the highest flux density of all the choices, so I would say that the strongest magnetic field could be generated in a solenoid or a toroid with a core of steel.
