Low pass filter in Surge Protective Device Circuit

    Hi, everyone!
    I got a trouble now in my low pass filter in my surge protective device circuit.
    the first stage of my circuit is MOV and second stage is low pass filter, the final stage is TVSS. The low pass filter is just constructed by a series inductor and parallel capacitor.

    Anyone know why my circuit blow when the current pass through the low pass filter?

    Are the boxes with red X pictures? Check the MOV with an ohm meter (unpluged from the mains ) it should read infinity. it may be shorted.

    the MOV is not short but the TVSs are getting blow in normal condition testing. (240V, 6A).
