I am looking to recreat a chasing effect using LED light strips. I know there are alot of premade kits that can do over 80 different effects but I only need one simple light "traveling" through the strip. Like in the video below at 1:00 minute but only a single color.

As another option could I be able to change it from one single color to a different color keeping the same chasing pattern. This is why I am considereing RGB lights instead of regular LEDs but I want this to be as affordable as possible.
I am making a Starcraft Sarah Kerrigan Ghost costume which lights up. When I get it finished I can post a picture if you guys help. If you want to see a video of the costume I am trying to recreate see below.
