I am looking for the name of that particular part that does this function.

*Taking a ceiling lamp with 2 fluorescent circle lamp in it*
    1. First trigger on the on/off switch will turn on light 1 & 2.
    2. I turn off and on again on the on/off switch, only light 1 turns on.

Any kind souls can advise me on this?

Does the light fixture currently have this function via a switch on the fixture itself? - Scotty

Nope. I am planning to purchase that particular device online but I do not know the term that is used to describe that device.

Hm.. Thanks for the recommendation but I can't really use that. In fact if I am not wrong it looks similar to a fluorescent light ballast. It's just that I can't make up what is the exact term of that device.
