LED circuit design for prop

Hi,

I have been looking over this forum for the past few days to find some ideas about a possible way to recreate the green bargraph style LED effect with the red LED in the tip of the prop shown. http://www.youtube.com/watch?v=EceScgyZ9dM&feature=channel_page

I have come across a thread in this forum that come close to creating the green bar graph area. The thread is http://forum.allaboutcircuits.com/showthread.php?t=21283 by Oxbo Rene. The only problem though is that Oxbo's design only goes in one direction and reset after the fifth push of the button.

I have no problem with learning to use microcontrollers, in fact I was looking over the PICAXE microcontrollers in order to drive the effect. However, if using ICs and timers are the way of doing this, then that would be fine as well.

I am looking for help in designing this circuit before I spend both time and money on a project like this, so any advice would be greatly apreceated.
