keyboard emulator from a PLC to a computer

I have a vetra 311 keyboard emulator. We are using it to send keyboard strokes from a PLC to a PC. We are having problems with it sending a signal everytime. Sometimes it works and other times the PC does not get the signal. Any ideas? I know this is not much info so if you need more please ask.
