Is my PIC18F1320 write protected?

i have a PIC18F1320, i am trying to program it with broccoli. I used a bufferless parallel circuit that appears to work, as in it read the config word correctly and was identified by the program as a PIC18F1320. It has a problem while programming, after blanking, the blank-test check fails. It looks like its write protected and erasepic doesn't change anything even with a 9v VPP. How can this be remedied.

Unfortunately entropy happened and a wire fell on something in the order of 20v and it went ZAP so I cannot test anything until its replaced.

A Pic Kit 2 programmer will save you many headaches, and give you a logic probe to boot, for $35 US assembled, and cheaper as a kit to assemble.

I'd suggest this if you plan to work with PICs often.
