I have wired my circuit as in the picture attached though not connected the the mosfets. I was trying to measure the outputs on the Lo and Ho terminals to ensure I'm getting at least 10V. Vcc is 12V, IN is 5V from arduino. With this, I'm not getting a outputs. Cap from Vcc to Gnd = 10u. Cap on Vb to Vs is 4.7u. Am I doing something wrong?

 

You need the mosfets in circuit to obtain the neccesary bias voltage.
