input cap intrrupt

Hello my friends
please help me about this problem but first of all i am sorry about my bad english grammar

the error made in software (micro c ds pic) in the simulation part has correct run but after programming on a IC and closing the circuit, the written program in the interrupt part won't be executed and under any condition,output ports won't be high and if we remove the interrupt , ports will run but by having interrupt all ports become zero


i really confuse about it this is my written program please guide me if you can
