Infrared Transmitter

Can anyone provide me the most simplest infrared transmitter circuit schematic for me? the infrared must be continuous ~ coz i have another done circuit which will be sounded once there's unable to detect any infrared signal ~
means: have infrared = will not be sounded
no infrared = sounded
*p/s: i tried with a 15ohm resistor , 1 1.5V battery , 1 IR LED connected in series . the IR LED is lighted up (check by digital camera) but somehow my receiver circuit keep sounded . i guess it 's becoz of the frequency problem in IR LED .

A DC powered IR-LED emits continously IR-light.

If your receiver uses a typical IR-receiver IC like this:

you need to provide us with its specifications (frequency). You build then an oscillator which turns on and off your IR-LED. Also, depending on the type of TSOP you have the transmitter may need to send bursts of pulses.
