Info on GPS tracker

    I am looking at GPS trackers and this one popped up but I am not clear on the communication means to the PC?
    Can anyone identify what is the nature of the wireless network mentioned for communicating to PC?
    Is this a pay-for network?

    I believe so but I have no knowledge about this specific device. I just know it's been pay-for for everything else I ever looked at, such as pet trackers or vehicle trackers. They all make it hard to find out exactly what that monthly fee is.
