Implementing used redined phase shift to an input signal/

Trying to implement this circuit in matlab

I have 2 questions:
1) The phase detector returns the difference between the phase offsets or the instanteous phase?
2) How should I code for the Clock controlled delay line, coz I need the output from t = 0sec, during run time I would not have an input at say any other time to shift it as per the circuit?
