would like to ask what if IGBT is operating in voltage as low as 100V? does this has any bad effect?

    Thanks for advice!

You can always operate a transistor at a low voltage. The voltage rating is the high voltage limit.

ok, so as long as i don't operate an IGBT above its maximum voltage rating. it will not bring any problem right?
What factor should we consider while choosing between IGBT or MOSFET for our converter?

IGBT can have a higher maximum operating voltage. MOSFETs are generally much faster switching and have lower ON resistance so they have higher efficiency.
