More specifically, get the Author's Kit for the particular IEEE publication you are looking to submit to. In general, conferences are a bit more forgiving than archival journals. Also, I would strongly recommend that you get the Latex files (or, in some cases, you can get Word templates) for the publication. That will go a LONG way toward ensuring that you have the correct formating. That's not to say that every issue will go away, but most of the ones that remain can be resolved fairly quickly as there are usually FAQs and such where you can find out from others that have had the same problem.
