I would like to ask if how person from Philippines, for example me, can call someone in United States?
Do they use relays? And of course, there may be some partnership between major service provider from between PH and US.
also, OK regarding partnership, how do someone from a different provider call me which is different to him/her/?/ a computer scientist told us that the major service provid er just share the connection.
