Are IC numbers and its funtionality same throughout the world?

(Eg: If I purchase an IC in North America, can I get the same IC with same funtionality in Europe and in Asia?)

( I am sorry for my English; I am not a native speaker of English)

Basicaly yes.
The manufacturers may have different prefixes like in cmos series:
HEF CD or MC.

There are some caveats to the "basically yes" answer.

1. It is not uncommon for parts with the same basic number to have small differences in their parameters based on process variation between manufacturers.
2. It is possible to find black or gray market parts that are just lead-frames encapsulated in plastic with no silicon inside.
3. As has already been noted there may be differences in prefixes and suffixes that are unique to each manufacturer.
