IC 4026B as decoder for 7 segment display

    I'm off 2 use this 4 driving 7
    transistors instead of LEDs
    then after transistors come 2
    control relays 4 powering 36W
    lamps laid in 7 segment
    manner...but I struggle 2 find out
    whats the voltage at output pin
    (say pin 'b') that goes 'HIGH' given
    the chip is powered from +9V
    battery via pin '16'...

    Look at the datasheet of Texas Instruments CD4026 that shows graphs of the the minimum and typical output voltage and voltage drop with different supply voltages and output currents.
    All their Cmos datasheets have this important info.

    The datasheet also hows how to use the CD4026 to drive transistors.
