Why won't a comercial invertor work for this?

That inverter schematic is terrible. Audioguru pretty much de-bunked it several months back. In the forums on that site, there are a long list of people who are having problems with it. I don't think the problems have been resolved. I don't know why the site owner doesn't simply remove it.

Simple inverters with a square-wave output will not power many electronic products nor speed controls in power tools. The circuit is too simple and cheap.

*Modified Sine-Wave Inverter is better than Square Wave Inverter

Try this one: (You can re-wound old microwave oven transformer)

 

I think a street light probably won't care about waveforms. Could be wrong, but I'd bet it was true.
