I agree many of the so called "Res's" are jokes that keep the people poor and in trouble. But only a few profit and have it locked up. The Seminoles in FL cleaned up in their Casino deals so our Indian population is actually very wealthy. But you have pockets where some have cut gambling deals and gotten ripped off and it makes the community horrible, then you have good deals like the Seminoles got where everyone gets a check every year. Many of these indians were talking about are 20-75% Native American, you gotta realize we nearly wiped out the populations of the indians and have kept them isolated for 150 years. Your gonna have other genes get into the pool to survive.

Seminoles into the swamp,the Everglades. Thus ,no surrender and no tready.

The plains Indians had no place to run.

Remember, the OP wanted money invested in a third world country and yet none returned to the first world country that made the investment, letting the third world nation keep all the investment capital.

The reality is everyone wants a ROI. Shareholders in a corporation would like an ROI or they will withdrawl their funds and reinvest in another corporation.

I am well aware of the Afgan poppy fields and where their product ends up.
It doesnt matter if some money returns to a foreign country incidentally, but the aim is for the benefit of the country being invested in. It wont necessarily return to the UK but it could well return to a developed country. E.g. Allen Bradley PLCs from America would be needed for a suitable sewage treatment system. For the country to produce native PLCs would be a very large task indeed and much further down the line.

Regarding the issue of what the people want, in this particular example we are talking about a country people want development, infrastructure, jobs, agriculture, medicine, technology etc.

The people want all these things but don't have the expertise or income.

There are many nations like this so its not an unreasonable scenario. Many countries are sponsouring thousands of students to study in developed countries in the hope of them returning with skills to develop their home nations

?????Huh? The Seminoles aren't a tribe but like the Indian equivelent of NATO. Which consisted of 8 different tribes, and 2 languages and all the other indians that had been relocated to FL. Half of the tribes were warrior tribes and known for their raids, the other half were peaceful and traders. Once the warrior tribes were wiped out the other tribes traded and forged a agreement to get along. The FL indians weren't chased and erradicated because at the time FL was complete wilderness. He would have lost most his men the environment alone. Till the Late 1890's FL had pretty much just outposts. Then HB Plant built a Railroad all over FL and opened up the state. By then Indians got rights and the Seminole Nation was formed. Here are the tribes that made up the Seminoles.

Creek, Miccosukee, Hitchiti , Oconee, Appalache, Calusa, Chachtaw, and Timucua

Ok Loosie I reread you post and see what your saying. Still theres some interesting info. I believe it was a Calusa that averaged 6'5 -6'8 and were discribed as giants. They were one of the first tribes wiped out in N Florida. And I still have a huge problem that they used all the Seminole shell mounds to sure up seawalls and foundations in beach houses. I remember visiting them when I was a kid and being amazed! We don't have hills in FL so to see these huge mounds are amazing. But no more the developers bought it all up as base filler and seawall filler. They can't get our arrowheads and beads though! Still find those everywhere.

1st I agree but the issue is many of the countries that need these advanced skill sets are usually dangerous places. Figure if we can't even keep an Politician safe your not gonna be too safe. But this isn't everywhere.

As far as sending students to study in western cultures to return to their homeland this usually bad results. I'm sure many are successful but just as many get their degree and haul ass to another 1st world country to work, stay here past their visa's, Or go back home raise an army and Take over their native country. The list of people who came to the UK or US got educated then went home and committed genocide is rediculous.

For me a developing country would be developed if there is great concept of education and education means quality education. That enables the students to do some thing productive for the country.
True, but knowledge without action is useless. In a lot of underdeveloped countries, they have many educated people now. But they all end up jobless. What use is an education if there is no Boeing or National Grid or Research Laboratory etc you can go and work in or no billions of dollars to start up your own?

So personally I wouldn't say the best thing a person could do at this moment in time is education. They need projects, they need things happening over there, that the educated people can get hired to work on and develop their country. When you have a lot of this going on, you can educate more people and people will have a reason to study and a job at the end. Right now the graduates far outweigh the number of jobs. they need people with the skills and money to start up projects and the locals should be hired and heavily involved. its a great way of transferring skills. many countries are currently sending their citizens to work on overseas projects to get a transfer of skills

By gaining an understanding of it's native population, customs, daily life, types of employment. Reading news articles about it, and researching it.

Hygiene is often a key point. According to the Bill Gates Foundation, many 3rd world countries do not have regular toilets, and have no access to clean water.

Clean water is huge and you are right. If they simply spent 25% of the money spent on buying Bottled Water and spent it on Sanitation Tablets...which a person drops such tablets in water and it will kill all bacteria and larvae.

TB innoculations are needed and in most third world countries millions are dying from diseases we Americans think no longer EXIST.
T.B., Cholera, Plague, Malaria...etc.

What is needed and such a program would save millions from starvation...is the American Farmer Planting Technology School. People from the U.S. and Canada volunteer thier time and expertice by going to places in South America and Africa and other parts of Asia...meet with Tribal Leaders....develop a plan with seed donated...YEAH...I KNOW SOME HAVE ISSUES WITH THIS COMPANY...Monsanto....seeds that will grow corn, wheat, soy, rice...etc...in the most adverse climates...and with the advice of these North American's who are expert's in Crop Site Plans...Crop Selection and Irrigation...are able to help these tribes grow crops in soil and areas that no one ever thought would grow ANYTHING.
