Firstly, you have to take care that the cable has the proper insulation for 33KV. Then you have to check the cable's ampacity. Cables have current ratings which are measured according to the maximum allowed voltage drop per unit of length. Thus, you have to find at which allowed voltage the current rating is listed for this cable and calculate the power the cable can dissipate without get hot.
