How to measure the transient response of a capacitor

I know I'm very late to the party, but isn't this whole thread about measuring ESR, the impedance of the capacitor, at some defined frequency? Use an ESR meter. You don't need any fancy method to analyze the time profile of voltage.
That's the question, so what do you think is this kind of thread should be move to the Off-Topic or close it?

Actually he got pretty close in #8, which is where I became confused over whether he wanted anything more than ESR.

It's all just pulling information out of him, one tooth at a time. He refuses to post a schematic or a drawing of what he wants to see on the oscilloscope, and we usually find that he doesn't even know what he's asking for.

I entertained him yesterday. IIRC he was on (his) post #107 the first time he named a tool or a circuit...I can't remember which.
