How do I get a transfer function?

You will need to show an attempt at some working to get help.
One approach would be to do a nodal analysis of the circuit to derive the general transfer function. Then make the actual value substitutions. It's a fair amount of work but worth the effort.
Also do a search for Sallen-Key topology filters.
