in the 1st page of the datasheet it's mentioned "The HIP4082 does not contain an internal charge pump, but does incorporate non-latching level-shift translation control of the upper drive circuits."
there is no such a thing in hip4081
what is the meannig of that and how it will effect it's operation?

A charge pump is one way of making a high voltage from a lower voltage. See the following:

The bootstrap supply involves a diode and capacitor. The capacitor is charged during half of a cycle, the low side is boosted during the other half and the diode prevents the charge from leaking off.

I think the app note adequately describes the floating bootstrap supply which is describe in the datasheet for HP4082.
The "non-latching level shifter" is the same as the diode capacitor bootstrap supply. It is simpler, but it has some limitations. You can read about those limitations in the application note.
