I read that at high voltages (30kv+), air molecules around the high voltage wire gets their electrons removed from them. Do all of the electrons get removed or does it depend on the strength and location of the high voltage wire?

The air conducts the arc because it gets ionized. The arc will travel farther when humidity is higher.
