Understand, it takes time. Someone might have one in their archives of schematics, but the odds are it will have to be designed from scratch.

This looks like a job for a simple counter to me. What kind of front panel are you envisioning? You have to do some of the work too.

 

Would a kitchen timer not suffice?

 

Off the shelf is usually better.
