Measuring the hFE value of a transistor, can it be decided whether the transistor is good or bad ?

    How ? ....if it's out of the range (Ex: 10 - 200, it's= 8) it's bad ??

    Exactly.
Exactly. If it is out of range, then it is bad.

We will treated it as a damaged parts, you can using a circuit with a different voltage as 5V, 10V,15V to amplifying the current and to see how is the hfe.

But note that most transistor failures are a complete failure to work. A low Hfe failure is rare.
