You need to do some of the work yourself.
Draw a table showing all possible states of four flip-flops (0 to 15).
Show the next state following a clock input.

Hello,

We are not going to do your homework.
Show us what you got up to now.

On this page of the EDUCYPEDIA you will find a lot of information on counters and registers:

T Flip flops

Can you make a counter on your own from these and are struggling with the count, or are you struggling with making a counter?

If that is the only solution, then you will be losing some points.

If you don't know nothing, then you must know something, so tell us. What kind of class is this for? Have you seen combinational circuits? Have you learned about transistors? We need a starting point.

We are here to guide you in the right direction, not provide answers.

So, you have seen flip flops, or am I misunderstanding your translator?

I don't think a professor would say, "Hey, go make a counter out of T flip-flops" without ever giving you a lesson on any of the basics.

So, if this week was flip-flops, what was last week on?

So, post your example and what you don't understand about it. We will help you understand the basics. Then we can expand into how to make a counter...
