Does anyone have a method or is there even a safe way to test PCB's from a plasma tv, after the boards have been removed from the unit?

That would depend upon what you are looking for and what equipment you have on hand. As well as your experience level. If you are trying to find a short, bad capacitor, or open circuits a multimeter should be sufficient.

If you are planning on applying power to any of the PCB's be extremely cautious what you touch with the meter probes or oscilloscope probes. Also make certain the PCB is not laying on any conductive material.

Be very cautious around any areas that have a potential for high voltage. These areas are sometimes identified on the silk screen and would be where the mains input is and/or the back lighting circuitry.

As I said though it all depends on what your problems are and the availability of certain test equipment. I am sure that there is someone on these forums that has experience repairing TV's. So if you were to describe some symptoms or problems you are having, someone may be able to give you some pointers as to what to look for.
