Help! Wiring Dual & Single Filament Bulbs

I hope someone can help me with thie problem I am having.

I am trying to repair the lighting on a 1972 Airstream Overlander. The problem I am having is with the running lights, turn signal, and brake light.

The problem I am experiencing is that the running lights go out when I depress the brake pedal. Once I release the brake pedal the filament lights again. Another quark is that with running light on and the brake pedal depressed (no tailights in this situation) you can turn the flashers or turn signal on and the filament will flash.

I have measured DC volts and the red wire has 12V when the running lights are on. When you depress the brake pedal, each wire (red-running lights, black- brake and turn signal) tests at 12V (this is when no filament lights).

I am stumped. The only filament lighting is the low filament in the bulb. Any ideas how to troubleshoot this problem?

The canister contains a Dual filament bulb, 12V32/3CP.
