I'd like to monitor the "health" of a -5VDC supply using a circuit powered from +12VDC. Any ideas?

    Yes. Define, "health".

Use s resistive divider from 12V to -5V so that there is a monitor point set to 2.5V. Feed it into a comparator whose other input is tied to a 2.5V reference and the comparator output will toggle if the -5V rail goes out of spec.
