In one of the specs for a time-delay relay I'm using, under "Output characteristics> Switching voltage: Horsepower = 1/3 @ 24Vac and 1/2 @ Vac". What exactly does "horsepower" mean in this context?

It means the maximum motor size you can control with the relay contacts.

A horsepower is equivalent to about 746 Watts if my memory serves me.
