Help Needed To Identify A Capacitors Markings

yes i think it is the leads... but i use REL to zero it and it leaves the amount zero'd on the screen at the bottom then has another reading at the top of the current reading... and because it jumps randomly and rapidly between the range i posted i cannot zero it to 0 and it stay there... it still jumps around... on bigger caps its ok though... i might just buy or try make one from the link you posted at a later date.

thanks for the info on ceramic caps... i was not sure if the broken material would have affected it that is why i took it of and tested it.
