The circuit I threw together will more or less simulate the original "knight rider" effect, but not the new one.

They used a LOT of LEDs to create the new "knight rider" effect. I can only suggest that it's driven by a microcontroller. I certainly wouldn't want to attempt to emulate it using discrete components.
