Is this normal?
I thought Vout should be 0 if Vin > Vref.
(Is Vs < 0 in this case)

 

I disagree, I think that this IC will work as an ordinary Comparator.

So if Vin > Vref --->Vout = 0V and for Vin < Vref ---->Vout = Vs

What graphs? Normally a comparator has a zero output when the (-) input is more positive than the (+) input.
